I had an enlightening conversation with a friend, and we both did a little research and couldn't find evidence of planning to have that many licenses be granted, so, the petition is most likely skewed.
While I personally think wolves should be protected just a little bit longer, to make sure they are abundant before hunting begins, the idea that all of those licenses, even if allowed in that number, would be purchased is absolutely ridiculous. That's a big problem with online petitions/activist articles...most of the information they give is extremely exaggerated, and some of it completely fabricated, to get you so disgusted that your automatic response is to side with them. See: PETA.
Right now, I'd sign a petition to keep protection on wolves for a little while longer. But this particular petition seems too skewed to even accomplish anything. I won't say not to sign it, you may as well, it will at least show that people are interested in the protection of wolves, but my friend is right -- if the information is false, the petition isn't going to do a damn thing.

A best friend is someone who can run through the high school halls screaming "I love you!" and not care if others think that she's a lesbian.

I'm not stupid, my awesome-ness is just to awesome for a sane mind to handle.
